Article I
Name
Section I: | The name of this organization shall be the Hillsborough County Secondary Music Council, (hereafter referred to as “the Council”). |
Article II
Purpose

The purpose of this organization shall be: |
Article III
Membership and Dues
Section I: | Active membership in the Council shall be granted to any individual who is engaged in the teaching of secondary music in the public schools of Hillsborough County. |
Section II: | The annual dues for active membership in this Council shall be determined by the Advisory Committee at its final meeting of the year for the ensuing year. If no action is taken on the dues structure at the last meeting, the dues shall remain the same for the ensuing year. |
Section III: | Lifetime membership in the Council shall be granted to any music education upon retirement from the public school system of Hillsborough County, provided that said music education was a member in good standing of the Council at the time of retirement. |
Article IV
Meeting
Section I: | The time and place of Council meetings shall be decided, by the Executive Board, at the beginning of each school year. Members will be notified of any additional meetings or changes. |
Article V
Officers
Section I: | Officers of this Council shall be a President, a Past President, a President Elect, a Secretary, and a Treasurer. |
Section II: | The President shall be the Executive Officer of the Council. He/She shall preside at all meetings of the membership, the Executive Board, and the Advisory Committee. He/She shall appoint all committees and their chairpersons, and have the charge of conducting the business of the Council. He/She shall prepare an agenda for each meeting, and shall serve as ex-officio member of all committees. He/She sets and distributes a calendar of events and duties to the Executive Board and Advisory committee at the beginning of each year. |
Section III: | The President Elect shall serve as ex-officio member of all committees, or committees to which he/she is appointed by the President. He/She shall be a member of the Executive Board, and shall assume any responsibility delegated to him/her by the President. Upon the expiration of the President’s term of office, the President-Elect shall assume the title and responsibilities of that office for the ensuing year. |
Section IV: | The retiring President automatically becomes Past President of the Council. The Past President shall, in the absence of the President, or at the request of the President, carry out the duties of the President. He/She shall assume any duties assigned to him/her by the President. |
Section V: | The Secretary shall keep accurate records of all meetings of the Council, the Executive Board, and the Advisory Committee. He/She shall handle all correspondence in a prompt and efficient manner. If the Secretary is absent from a meeting, a Secretary Pro-tem shall be appointed by the President for the meeting. |
Section VI: | The Treasurer shall maintain an accurate membership roll of the Council, collect all dues, and deposit funds as may be ordered by the Executive Board. He/She shall pay all bills and demands against the Council when duly authorized by the Executive Board, and shall sign all checks drawn against the Council’s funds. He/She shall keep a record of all receipts and disbursements in proper books of account, which shall be subject to examination at all times by the Executive Board. The Treasurer shall periodically render a statement in writing to the full membership of the Council. |
Section VII: | Each position within the Executive Board is a two (2) year appointment. |
Article VI
Nomination and Election of Officers
Section I: | The officers of the Council shall be nominated and elected as set forth by the By-Laws. |
Section II: | Newly elected officers shall be installed at the final Council meeting of the school year. |
Article VII
Vacancies
Section I: | Vacancies in any elected office shall be filled as set forth in the By-Laws. |
Article VIII
Executive Board
Section I: | The President, President Elect, Past President, Secretary, and Treasurer shall comprise the Executive Board of the Council. |
Section II: | The Executive Board shall have the responsibility of the management of the Council. |
Section III: | The Secondary Music supervisor shall serve as ex-officio member of the Executive Board, and of all committees of the Council. |

Section I: | The Advisory Committee shall be comprised of: |
